Was it an option to have ASR and a manual transmission in 1992-1993 or was an automatic transmission required to have ASR as a option?

IN the USA only cars with automatic transmissions had ASR.

Cars with manual transmissions had ASD as an option.

Can you retrofit the ASR from an automatic 190E 2.6 to a 5 speed manual 190E?

You're trying to add ASR? Thousands of people are trying to get rid of it. It is a rather troubled system. It would be virtualy impossible - and that's the good news.
