power steering pressure hose wet

My car is 1992 300D.

The power steering pressure hose becomes wet. It is dry around the clamp. The hose itself becomes wet: the yellow indicated area in the picture becomes wet first.

Do I need to replace it?

With my limited tools, I am unable to use torque wrench for the hose (I do not have the open end socket to use with my torque wrench, the space at the steering gear box side may not be enough to use my torque wrench, . . . ), but what is the correct torque?
