Need Equip. List to R&R A/C

While I've been reading tools / equipment needed to R&R a/c,
will someone have a complete listing of these as it applies to W124 103 motor.

I believe the electric vac. is the biggest expense?

Also, do I need a license to do this. I plan on R134 refill.
