190E Evo1 fuel consumption

I am getting very poor fuel consumption from my 2.3 16V 190E, around 7km per litre. Can anyone tell me what the expected consumption should be at say 120km/h cruise.

Also, does anyone know where I can get a workshop manual for this vehicle, preferably in english?
