I'm assuming you are talking about the key tumbler in the ignition switch. Hmmmm.... I'm not familiar with a '90 190E, but I have taken the tumbler out of a '79 240D. You do need to make sure the wire is quite stiff, so as not to bend or flex inside the tumbler. I used a very Jeweler's Screwdriver. Once you insert the key, ensure you push hard on the wire as the locking mechanism may be sticky. You have to push the wire, jiggle the key, and pull the tumbler all at the same time. Once the tumbler started to come out, it easily slid out. The tough part was overcoming the internal lock. Perhaps the black cover you see is not stopping the tumbler, because you are not pushing hard enough on the wire.

In the back of my mind, I seem to recall (very vaguely) that there is a black cover that threads onto the ignition switch. I think (boy, this is really going back many years) it was in an early 300E. Anyway, if the cover you have is what I am thinking of, you should be able to spin the black cover off by spinning the cover counter-clockwise. The cover I'm thinking off has threads that mate to the body of the ignition switch.
I'm not sure if this is your problem, and hopefully someone else can chime in, but this is the best I can come up with.

BillyMac, the black barrel comes out with the ignition cylinder. It's tricky to get the release tool/wire to work ... be patient and keep trying.

You can't be serious. If you couldn't remove the black metal cover over the cylinder, why didn't you just have a professional do it? Are you going to just leave it sitting in the yard?
