on my 97 E420. Would it be the spiral switch behind the steering or some kind of relay? Any other thoughts?

Tap the horn with a hammer. Sometimes horns stick.

That did not work, anyone have other thoughts?

Before u check anything make sure the horn is working by directly powering the horn and check to see if you have power at the horn when you push the wheel.

Check the fuses on the K40 relay module.
