How do you unscrew the seat belt at the bottom of the support pillar?

I'm trying to replace the vinyl on my support column. I have the plastic column cover off, but the seat belt is bolted down somehow at the bottom, by the foot well area. If I can get that off, I can slip the seat belt through the column area, then redo the vinyl.

Also, does anyone know how to adhere the vinyl back to the plastic? What kind of glue, etc.?

I removed the plastic cover from the seat belt support column so I can replace the ripped vinyl. But the seat belt that goes through the plastic trim piece needs to be removed. The seat belt is bolted down in the rear passenger footwell area, but I don't see any way to undo that bolt. (I know not to mess around with the 'business end' of the seat belt where the spring and pyro are).

It just unbolts. So does the end with the spring. Specifically what is the difficulty you are encountering?

Well, I have not done one on a 124 but it surely is the same as a 123.
