124 Heater Core Problem

Guys,

I have run into a strange problem with a new Behr heater core I'm installing in my 'early 87 124.133.

The new core came with O-rings. I'm reusing the water pipes, flanges,
and six bolts. The problem is that there is nothing in the six bolt
holes to which the bolts can attach.

The old core has captive nuts at the bottom of the bolt holes in the
header. The new core has no captive nuts. The bolt holes are smooth bore
with no threaded metal anywhere.

The EPC for my VIN shows nuts in line with the bolts as part of the core
and as part of the heater pipe kit. There is no physical way to get nuts
at the bottom of the bolt holes in this core.

If anyone has installed a new core recently, how did the heater pipe bolts attach to the core you installed?
