Thank you to all the Wizards on this board.
To draw this project to a conclusion, I temporarily spliced a 10 k ohm in line, which dropped the voltage down to about 2.5 volts.
As I still did not get the desired effect, I ended up getting the correct signal from another source and everything works as intended.
