94 e420 - 17.5v @ X11 connector pin 3?

What does it mean when I get really high voltages across pins 1 & 3 in the X11 connector? I also get the same voltage from the DM pin(pin 19). I think this may be the cause of my un-checkable CEL, whatever it is.
