Upshift Delay Delays too Long

According to the owners and shop manuals, upshifts are only delayed until the engine reaches 95 degrees F. What could cause the shifts to be delayed until a much higher temp, around 150F? The delay actuator itself should be OK since I never got a CEL for this.
