Hal, can't say for sure about the center vents affecting the floor vents, since my experience is with a '91. But probably not.
BUT, my floor vents went out, and it was not the vacuum pods, it was the vacuum switching valve that controlled the pods. Easy to check with a vacuum gauge. DG |

On the 124 sedan, there is a floor pod that is easy to get to. If you do a search for vacuum pod replacement, you should find a good write up by GSXR.

Bob Weir explored this on a 1994 E320 wagon. If I recall the pod is accessible from the passenger side of the dash. THere was also an issue with a vac line going throiugh the firewall wearing out.
Search on Bob's posts.

The defroster pod is accessible that way. The floor one is also easily accessible. The other 4, well the dash has to come out. The center vent, diverter and the 2 recirc. Pods are not easily reached.
