One should always find the enabling criteria for any code before throwing parts. Codes are written for circuit problems and for performance problems. As to a circuit problem the sensor could be the issue as the controller will look for impossible activity. The fact a sensor reads 70 deg when it is 180 is not an impossible activity unless there is confirming data acquired elsewhere.

The second type of code is performance. That means everything is OK but the results aren't. A possible such sensor code could be that the car has been running for 5 minutes but the temp is only 120deg. A bad thermostat can cause such codes. I don't have the definition handy so you will need to seek it out. Look to what sets the code in the definition not just the device in question.
