Question VOM for duty cycle on 300e electronics.

I need to check some stuff out on my car, 86 300E, and I am in need of a VOM that measures duty cycle. I have been wanting a better meter anyway than my old analog VOM. Any recomendations? I have always been partial to Fluke instruments, but will consider any if the price is right.
