Thermo Time Switch on a 190E

I am having issues with a 190E idling when cold.

I suspect the Thermo time switch but have no idea how to check the switch. It seems to have NO changes either hot or cold. Does anyone know how the unit should read? One leg to ground shows about 90 ohms, the other near open. These readings do not change hot or cold. Does this unit control fast or cold idle? Thanks
