190E 2.6 part identification

So this morning I was checking my oil and coolant and as always did a look-around the engine bay while I was at it. On the passenger side of the bay, I saw this white part where two hoses attach to it. One hose came off at the nipple attachment, which broke off. What part is this and what are the consequences of driving with this detached hose? I don't know how long I've been driving the car with this hose off.

I don't know if this has anything to do with my CEL, which has been on for a long time, but based on the code reading and the squelling at a start-up in the morning, I think it may have something to do with the smog pump or whatever that part is called.
