1994 C220 continually Blows Fuse 12

I have a 1994 C220 which continually blows fuse 12, which the fuse box says controls the Stop Lamp, Instrument Cluster, Lamp Monitoring System, and the Tempomat/Cruise Control. when i replace the fuse, I can see that all of my stop lights work, and when i stat the car all the idiot lights light up. However, the tachometer and the fuel gauge are slow to register (it is even worse when it is cold out). The temperature guage does not start up (never does anything other than point at zero). Also, it seems that the light behind the instrument panel is out between the fuel and temp gauges (the fuel guage lights, the temp guage lights, and the middle part that says to use only premium gas and the outside thermometer don't light up even though the thermometer reads the correct temperature). Any thoughts as to where I should begin to look for the short?
