My friends 89 260 E is nonstart. Fuel pump is not running. New relay will not help. However, when relay is jumped the fuel pump will run and engine starts. Where to look next??

Since the fuel pump relay should energize with circuits 50 and 15 from the ign. switch, bad ignition switch?
