M103 hiccups/bogs down at bottom end...

This is on my 1987 260E.

I've done idle air vacuum hoses, plugs, wires, rotor, cap, o2 sensor and engine temp sensor...Fuel pressures are dead on spec.

When the car is cold it is bad. When I first start the car up, I can hit the gas to the floor and it won't budge for about 2-3 seconds then suddenly "clicks" in. It still does it when the engine is warm, but to a lesser extent. It picks up fine after about 2.5k rpm.

I swapped out the EHA with one from junkyard, but it didn't make a difference...unless of course I got two identically bad EHA's?

Any other ideas?

Car gets 23mpg pretty consistently and overall runs great other than this bottom end hiccup.
