Aircondition problem

I am having a problem with my aircondition on the 190 2.5d.

Last year I went to a A/C shop because the system lost all the refrigerant.He told me that there is a leak in the compressor shaft,and he is going to order a seal for me,because he don't have in stock.The compressor is nippondenso 10p15c.
After 9 months waiting for the seal and always saying that he ordered it I decided to start doing some research on the net about it and I found a company from USA that have the seals I need and I ordered them.

I changed the seal and installed the compressor back and it seems that there is no leak in the system because I put the system on vacuum and it hold the vacuum for over a night.I charged the system (it was converted to r134a few years ago)with r134a.I charged the system with 800grs r134a,because with r12 the system can have 992grms.

The problem I have is the aircondition is still not blowing cold air,the minimum tempreture that I am getting from the vents is 16 degrees celsius,which is not good.

The pressures are approximently 250psi and 40psi

I can't understand what's wrong with this if some one can help me I will epriciate.Is the system over charged with 800grms?Or I have a bad drier because it stayed long time without refrigerant?
