Not necessarily. A restriction in your fuel return could give you normal fuel pressure readings, while not delivering the correct quantity.

Blow some air at a low pressure through your fuel return line at the motor and see if there's any resistance. It also wouldn't hurt to measure the current on the pump while it's making those static noises to see if it's failing or partially dead-heading.

I had a stuck check valve in the fuel tank of my 380SEL, which was blocking any fuel return. The car would not start or run until that was fixed.
