Engine Continues to Run After Ignition Shutdown

My 84 300TD continues to run after I turn off the ignition.
My Haynes manual suggets the fuel system cut off solenoid is not working but does not show where the solenoid is located. Can anyone tell me where to find this soleniod and if this is the likely cause? The engine shutdowns normally using the throttle linkage.
