W124 - Power steering problem

So i changed the power steering filter/fluid (oem filter, royal purple fluid)
it was fine for a few days, but i opened up the pump lid to see if the level was good.. its a murky yellow now, and it looks like theres water in it.. it was also like this before i changed it..

I know newer cars use water to cool p/s, but doesn't the w124 use the blower fan?

anyone have any ideas how water is getting into the power steering pump?
