Euro 280SE transmission problem

I have just bought a 1979 2890SE which was imported from Europe at some point in its life - everything seemed OK with it until I took it on the highway and realized that it never shifts up from 3rd to 4th gear. Other than that the transmission is fine, kickdown works at lower speeds, but it just never gets out of third. Any ideas what the problem may be, and what I can do to rectify it?
