PIN 14 Code 11

This is coming up on my 93 300E 2.8l and I am having a hard time figuring out what can cause this to show in my computer. Early in the morning or anytime the car has sat for a considerable amount of time, it starts up with no effort. If it has been started already, it takes an unreasonable amount of cranking to get it started, around 30-60 secs. I have done considerable amount of work to the car, but am trying to find out exactly what can send that to the computer, but yet the car is still able to run, just hard to start.

PIN 14 Code 11 "Fuel Shut-off Signal sent to Control Module"

I have noticed in the last day or so the gas gauge needle has an intermittent shake to it. Don't know if that has anything to do with it as it has just shown up, but the code has been showing up for several weeks now and comes back after I clear it and then drive it.

Throttle micro-switch.

I'm guessing this would be a part inside the throttle valve\actuator body and would mean a replacement is in order? I rewired it because it had the old crumbly wiring on it in hopes that was all that was wrong, but I guess it caused internal damage from shorting? Because those wires weren't just crumbling, they were mostly bare and starting to corrode.
