Camshaft, bearing bracket, rocker cap Q?

I am on the run in to home with this headgasket project, 1991 300te, here is a question... I am going to reassemble the head out of the car and would love some advice on tightening down the rocker caps of the bearing brackets on the camshaft, it seems obvious but do I turn the camshaft as I go so as to ensure the brackets are sitting flush before tightening down? That is how it looks to me and I would hate to strip one of those.

I tighten them to 25nm.
