The A/C on a E320 1994 is not blowing cold air still the compressor is running, is it low on 134 refrigerant? or is the problem somwhere else. My thought is as long the compressor is running it should blow cold air if there is enough R134.

Start off by checking the system pressures and then reporting the results back here.
