'95 E320 A/C and Heater Not Working, Whining Sound

Hi everyone--

I have a '95 E320 wagon, and a few months ago my heater began to go . . . it would blow hot air intermittently on the 'auto' setting, and eventually I had to put it on high to get it to blow at all. Then that started going intermittent.

Now, I'm trying to use the A/C and it's not blowing at all. All I get in a whining sound from behind the dash, almost like something is trying to spin up but failing.

From the research I've done, it sounds like it could be one of two things: the blower motor or the blower regulator. Two questions:

(1) Am I right in this diagnosis?

(2) Is it the motor or the regulator? And how can I verify before buying the parts?
