W126 560 SEL missing component passenger side?
Cruise and memory seats will not work. Fuses, and item on same fuse, work fine. When taking the car apart I found that behind the passenger side forward kick panel there are two harnesses just sitting there on the left. Also a large factory cable tie that would have seemed to be used to secure the cables around a box of sorts. Should there be something there?

The fuel computer is located under the passenger side kick-panel.

Nah, if it's the two harnesses I'm thinking of, then it's just that somebody's removed the factory alarm. It sits right where you are describing and has two plugs that attach to it. One is like 3" long, the other about an inch and a half. It would be going to a black box that says "Becker AutoRadio". Those get removed all the time because they malfunction and cause no end of havoc.
Unless my memory is faulty, I seem to recall that the seat computers are underneath the driver's seat. I seem to remember stumbling on them when I was working on an issue where the driver's seat wouldn't tilt. Ultimately, I discovered that a broken seat spring had severed several wires under there, and I had to do quite a little splicing operation. The cruise box I seem to think is located inside the passenger's side fender well, near the door. You have to take off the plastic carpet covered shroud to get to it. Be careful and patient, you can break the little clips. I would tend to think that you have two separate problems here... Good luck, please post your findings.
