Idles at 2000 unless I disconnect the vacuum line to the WUR

1981 380SL 130k

Have searched the forum and haven't found answer...

Have issues when engine is cold, sputters and barely moves... runs great when warmed up and temp guage hits 60.

Re-soldered the connections on the idle speed controller.

Replaced ALL the engine vacuum lines and connectors and get 28in Vacuum at lines from intake.

Dissembled WUR and found rusted pin/valve plunger, cleaned tested and reinstalled.

Cleaned Cold start valve while I was at it...

(Now has much better low end when warm)

PROBLEM:
Idles at 1700-1800 in park, 12 in drive, unless I disconnect the front vacuum line to the WUR, then kicks back down to 600-800 and once temp gauge hits 60 it runs fine, but sluggish low end.

Feels like its starving for fuel...

HELP or Suggestions???
