Wont rev past 3000/3500rpm. 2.3 16v

Hi all...I have trouble reving past 3000/3500rpm especially when still warming up(obviously i dont make a habit of this) but this sometimes happens at normal running temp as well. When using just a very small amount of throttle i can sometimes get past the barrier but if any more throttle used thats it! no chance.... Would you go for Fuel:-regulator,pump,relay.fuel element actuator, or any other ideas please?
New bits so far:leads,plugs,dist cap,& cleaned cleaned all injection/air system. tks in advance
