1979 300 Turbo Diesel Not starting. EASY?

The car was running fine on Saturday night.
It rained a little that day and when I finished driving the car I noticed as I opened the door that a 'buzzing" noise was present which I hadnt heard before -or at least in a while.
Now when you put the key in the ignition, you get a buzz, and thats it. None of the gauges react, the glow-light doesnt come on and essentially you can not operate anything electric. SURE if you continue to turn the key, the buzz goes away -and does not come back for a few hours- and there is no noise made from the engine compartment.
I've tried the "put it in neutral" thing but I get nothing. The battery is BRAND NEW.
HELP please.. any suggestions will be taken regardless of how extreme! LOL
