Both sides of my hood seem to buffet (move/flap) under high speed conditions and I think it's because my hood is not latching down all the way. (I have about a 1/2 inch gap between my Euro lamps and the lip of my hood).

What could be the culprit here? The hood latch? Hood stops on either side? Is there a way to adjust the hood latch to allow the hood to close more securely, or would I need to replace it?

Had similar problem. In my case it seems the adjustable (Hood stops?) on both sides were not extended out far enough. No marks from contact in evidence. I extended them just enough to make contact when the hood was closed -- end of my problem. Might work for you.
