EHA question 91 190E 2.6

Hi gang I have a question about the EHA, I have had no luck in getting the EHA to reach the coveted 0 +or -, No matter what direction I turn the 2mm adjuster it remains at a -2.16 what could cause this? I replaced the ox with the mustang unit but I am not having much success.
