1993 E300 2.8 shift problem

As stated have a shift problem. The car from 1st to second will shift at a very high point like 3,500rpm under light load and seem to be lazy to put 2nd gear the rest of the gears shift fine under light load. Under WOT it seems to slip a little like its not grabbing but if i take my foot off the gas a little it will put the gear. I also tried when it was a little lazy to put the shifter in 2 and accelerate and it shift into the gear immediately, so kinda think this is all an adjustments game. Also while going up a hill if i give the accelerator 3/4 without hitting WOT switch it will drop the gear and scream through rpm and hit the limiter and stay there and not shift unless i take my foot off a little bit.

I have changed the fluid and filter and it didn't seem to to help and the fluid at that point was a little brown with a little metal flake i am sure from the lazy shift. I haven't been pushing it too hard because i knew it might burn out the disc inside the transmission.

Any ideas?

-Also the upshift delay from what i can see does not seem to work but i would think that would let the rpm rev higher under high load.
-I have also adjusted the bowden cable, if i put it fully in the car will shift into 2nd gear at a low rpm and not have any power nor kickdown.
-I also gave the modulator a try which i know controls the quality of shift not the point of shift but since the rest of the gears seem fine and made really no difference i didn't touch it too much.
-There is however a control box i guess you would call it on the right side of the transmission where the bowden cable goes into and the upshift delay solenoid vac tube is hooked to, this has an adjustment on it that i haven't touched yet. But seems to be more with the upshift solenoid operation. Unfortunately information that i can find on the particular car is scarce especially being a 1993.
