Low grinding noise...what could it be?

Hi all,

I seem to have gotten this really low grinding noise coming from my car. It only happends when I cruise at 60 km/hr. It goes away at higher speeds but most loudly when I decelerate to 60 or accelerate to 60.

I don't know where it is coming from..ay ideas?

It only happened once I put my summer tires on the car. I just changed the from brake pads as well but resurfaced the rotors.
