W140 door handle not opening from outside

So I am working on this 300SD and the drivers door will not open from the outside but works fine from the inside. I have removed the outside door handle and that is not the issue as pulling the part inside does not open the door either. Next will be to remove the door lock assembly I guess. I have removed a mess of bolts and the thing is slightly loose but I can't figure out how to get it out.

I also got a replacement window regulator because the window would only go up about half way then it would skip so the teeth on it appeared to be chewed up. As soon as I removed the door panel the window now goes all the way up and down just fine except when it gets to the top the motor does not stop running it continues to run and sounds like its skipping teeth. Same with all the way down. The strange thing is looking at the entire track of the teeth there are none ground down or chewed up. I pulled the motor and same thing.
