Automakers to Share All Auto Repair Codes?

Short blurb in USA Today states automakers have agreed to give independent repair shops computer codes that are used to diagnose problems in vehicles. Goes on to state that repair shops have had access to all but 15% of these codes.

Anyone have additional info on this? Code release date? Binding on all manufacturers?
