2 questions (starting problem/ losing oil)

My first problem is that I'm losing engine oil, about 1 liter per 1500 - 2000 km. The valve seals were changed 2 months ago, but they were changed without removing the head from the engine so nothing was done to the valve guides. The mechanic said that they were ok. Can he judge that without taking the head off ? I also suspect that maybe my pistion rings have started to go bad and thats why I'm losing oil but I don't see any smoke coming out of the exhaust even when I rev the engine. Where should I look for the problem ?

My second problem is that the car refuses to start sometimes ? Usually when it happens only a click is heard. Some times it click once and then it starts at other time I have to try and start it 5- 10 time until it starts. The unusual thing is that I can drive for days without it happening then it happens 1 or 2 times in a day and then I can drive again for day without it happening. Is the starter going bad or is there some relay that I should check first ?
