W126 climate control

I've been having an on-going problem.

My climate control will act flakey until the car has been driving for atleast 15 minutes. The blower will not work, therefore no heat or temperature control. After about 15 minutes I can hear a relay clicking (which I traced to the vaccum distribution box), then the climate control will turn on, but it will sometimes flicker on and off.

I resoldered my climate control unit, swapped out the vacuum distribution box with a good unit, and it is still acting up. The wires to the vacuum distribution box go to the driver's upper kick panel, could where these wires are going be my trouble device? Any ideas, I have half my interior ripped apart!
