Overvoltage problem

hi
I replaced my voltage regulator a few MO. ago , just because I haven't done it in a while and the gauge was reading 12-13v,
When I replaced it the gauge went up to 14 and stayed there ,
This afternoon I noticed the voltage gauge was reading 16-18v
all day, and would bounce around 14-15 at idle, would this be the signs of a faulty regulator already? I have never had a overvoltage problem before, Although I like the power
of the wiper now real fast!!! But i also blew a headlight out to?
