As far as your dash cracks, a dash cover would be the easy way to go, otherwise try an auto wreckers for both your handles and a dash top.

Sorry can't help with your emission problem, although I know there are additives you can try, to help get you through the test. I'm sure if you do a seach, there is a thread regarding this.
