W123 Driver's Seat Removal

I had occasion to remove my drivers seat this weekend to begin fixing some unwanted ventilation ports located in my floors :-)
When I pulled out the drivers seat I destroyed some plastic trim on the inboard side which is probably not too important. But, there was one thing I saw, kind of a black painted steel bar that looks like it's supposed to go through the seatbelt buckle end that's bolted the inboard side. What's it do and how am I supposed to get it back where it belongs? Does this whole assembly unbolt from the driveshaft tunnel? Thanks for any and all advise.
