Zenon Headlight Aiming Controller

My '99 S600 is a great car in many ways. However the headlights are really good at lighting up the trees! When I turn them on the beams on both lights raises to the highest position. I can pull and replace the fuse and they return to normal for a day or so. The illumination from these lights are really impressive but the design and function of the controls are overdone in typical Mercedes fashion. Where is the control module for these lights? I must be really annoying at night. Actually the lights beam is so high that they are only lighting up the interior of the car ahead when stopped at lights. As soon as they pull away the lights go over the top of the car ahead!

The HRA (head lamp range adjustment) module or N71 is
located under the pass side foot area false floor under the floor mat / carpet.
I would make sure the axle level switches are not out of adjustment first. Smacked / bent/ damaged / car lowered/
recent accident....ect ect.
These are mounted to the front axle and connect to the sway bar
via a link to measure body movement.
