Jeff,
When you say the ASR is continuously engaged, are you saying that the car is in "limp home" mode? This is the condition when there is a fault in the ASR system and is detectable by there being a lot of accelerator pedal travel before the throttle actually starts to open, accompanied by the ASR light being on.

If that's the case, do a search on "ASR light" and you'll get a lot of info on diagnosinng the system.
