Under the left side of the rear seat is a solenoid with a vacuum line that runs up to the headrests, start there first. (A little lever under the front side of the seat bottom. Slide them and lift). Check if the solenoid clicks when you hit the switch. It must have power and ground and a good vacuum source also...
