I assume that you are working on a 124 chassis. If this is the case and all your other headlight functions are in order, the combination switch needs to be replaced. Forget repairing. The cost of the part is not worth having to pull it out again.
BTW follow the proper procedure for disarming the SRS before removing the Airbag. Procedure is located on Right floor panel under floor mat on plastic panel.
