Maybe an after market security system that is not operating? Do the lights come on at any time?

Do they look "factory", or are they these little "button" lights?
They could very well be for a hidden radar detector, the different colors either meaning the intensity of the radar signal (weak, medium and strong signal) or one of them may be front, one for side, and one for rear (like the ValentineOne detector, but a hidden installation). Gilly
