602 Timing chain tensioner rail

I am replacing the timing chain on my 1992 300D. Can the tensioner rail be replaced with just the valve cover off or do you have to remove the front cover (big job). We are having some debate over this issue. The dealer says the front cover has to come off. A friend says no.

That will be a big job for the tensioning rail, the front cover needs to be removed.
