Probably the first thing is to take the passenger leg panel off (beneath dash), then unplug the blower and replace the removed wire with positive and negative jumper leads.

If it does not run, the blower motor is bad. If it dos run, disconnect and re-connect several times to see if it re-starts each time.

Obviously, checking fuses and ensuring that the fuse ends are not corroded would be the very fist thing to try.
